Holding one standard across five retail centres

A five-centre homemaker group across Brisbane and the Gold Coast, managed by one small team, needed the same security standard at every centre and a record that proved it. This is what was in place, what replaced it, and what changed. The client is not named here; the reference is available on request.

The problem

Five centres, two cities, one management team, and five guards doing five different jobs.

Each centre had a static guard from the incumbent provider, and each guard did the job differently. Reports arrived in different formats or not at all. Tenants did not know who the officer was from one week to the next. When anti-social behaviour, rough sleeping or theft occurred, the standard response was to observe and phone the police, which left tenants and customers with the problem in front of them and the centre manager with nothing on paper.

The management team could not compare centres, could not show their owners what the security spend bought, and could not hold the provider to a standard that had never been written down.

    Site orders per centre

    Each centre was walked with its manager. Posts, patrol patterns, escalation contacts and tenant policies were written into a set of site orders and agreed before the first shift.

    A fixed team per centre

    Officers were rostered to one centre and kept there. Tenants learned the officer's name; the officer learned the tenants, the layout and the regulars.

  3. 03

    One reporting format

    Every incident logged digitally at the time, in the same categories at every centre, delivered to management on one schedule. Five reports that read the same.

    Resolution before escalation

    Officers were briefed and supervised to approach, engage and resolve under the centre's policy and Queensland law, calling police when the situation required it rather than as the first step.

    A supervisor across the group

    One supervisor visiting every centre unannounced, reading the logs against the orders, and acting as the single point of contact for the management team.

  6. 06

    Car park patterns

    Open-air and basement car parks, where most incidents started, were given set patrol patterns and logged on every pass.

What changed

Five reports in one format, read centre by centre, and tenants who call the officer by name.

The management team now reads five reports in one format and can see, centre by centre, where and when incidents happen and how each was handled. Repeat locations and repeat individuals became visible within weeks, and rosters were adjusted on that evidence rather than on complaints.

Tenants know the officer at their centre and call them directly. Incidents that previously ended with a phone call to police are, in the large majority of cases, resolved by the officer on the spot and recorded. When police are called, the log gives them and the centre a clear account of what happened.

The contract has been held directly with the group, and the management team has provided written references for the work. Numbers from the engagement are published only when they can be sourced to the client's own records; none are published here.
